顾洪宾副院长出席中国—东盟清洁能源能力建设计划“光伏+的发展利用”活动

2022年8月31日,水电总院和东盟能源中心联合举办了中国—东盟清洁能源能力建设计划“光伏+的发展利用”一期活动。中国—东盟合作基金参赞黄澄、水电总院副院长顾洪宾、东盟能源中心主任Nuki Agya UTAMA博士参加会议并致辞。

黄澄表示,东盟是中国最大的可再生能源合作伙伴,中方愿意与东盟国家分享中国能源发展和转型的经验和成果。水电总院和东盟能源中心在清洁能源领域合作成果丰硕,中国—东盟合作基金将继续支持双方合作,期待未来绿色能源合作将在经济复苏和推进中国与东盟伙伴关系发展中发挥更重要的作用。

顾洪宾简要介绍了水电总院在国家能源局指导下推进中国—东盟清洁能源合作的有关情况。他表示,中国的光伏产业发展迅速,对可再生能源发展以及低碳能源转型起到了不可替代的支撑作用。水电总院愿意与东盟同仁分享中国光伏发展经验,为东盟能源可持续发展贡献一份力量。

Nuki Agya UTAMA博士对中国—东盟合作基金和水电总院给予东盟国家能力建设活动的支持表示感谢,指出本次能力建设旨在支持东盟国家疫后绿色经济复苏,扩大东盟国家在“光伏+”的发展利用。UTAMA提到,光伏产业发展迅速,光伏技术拥有清洁、安全的特质,开发和利用光伏对促进能源转型至关重要。随着光伏技术竞争力日益凸显,东盟国家积极实施激励政策,预计2040年区域光伏部署增加15%,2025年创造超过61,000个工作岗位。此次“光伏+”能力建设活动将为东盟国家提供交流经验、战略的平台,加快区域光伏产业发展。

本次活动共有东盟十国四百余人参加,受到光伏行业界广泛关注。“光伏+的发展利用”将于10月初持续举办第二期活动,就光伏与农业、渔业和畜牧业以及建筑、生态和社区的结合利用进行讨论。

On August 31, 2022, ASEAN Centre for Energy (ACE) and China Renewable Energy Engineering Institute (CREEI) co-organized the Day 1 workshop ASEAN-China Capacity Building on Solar PV+ Utilisation. Counsellor Mr. Huang Cheng, Director of the ASEAN China Cooperation Fund (ACCF), Dr Gu Hongbin, Deputy Director General of China Renewable Energy Engineering Institute (CREEI), and Dr. Nuki Agya Utama, Executive Director of ACE attended the opening ceremony and delivered opening remarks.

Counsellor Mr. Huang Cheng gave an overview of the current development of China’s PV industry. He mentioned, “China has been actively developing policy framework, seeking breakthroughs in technology, and promoting PV+ utilisation. As ASEAN has become China’s biggest partner in renewable energy cooperation, China is willing to share the experience and achievements of energy development and transition with the ASEAN Member States.”

Following his remark, Dr Gu Hongbin shared CREEI's achievements in China-ASEAN clean energy cooperation under the guidance of National Energy Administration of China. Dr. Gu said, "China’s solar PV industry has been developing at a fast speed, providing indispensable support to renewable energy development and low-carbon transitoin. CREEI is willing to share the expertise with AMS colleagues and contribute to the sustainable development of ASEAN.”

Dr. Nuki Agya Utama shared ACE’s preliminary findings in 2020, which showed that the total RE installed capacity in ASEAN was very close the APAEC Phase II target. However, solar energy only accounted for a small share. He emphasised the need for ASEAN to step up efforts to accelerate solar PV deployment beyond power generation. “Solar power is the fastest growing form of renewable energy, with clean, safe and inexhaustible benefits. Solar energy development and utilisation are significant in energy transition,” said Dr. Nuki.

The Day 2 and Day 3 workshops under the programme on Solar PV+ Utilisation will be held on 5 and 6 October 2022.
